34. Step by Step Los Angeles County: Pedestrian Plans for Unincorporated\nCommunities\nRecommendation: Adopt a resolution certifying the Addendum to the previously\ncertified Final Mitigated Negative Declaration for the Step by Step Los Angeles\nCounty: Pedestrian Plans for Unincorporated Communities was completed in\ncompliance with the California Environmental Quality Act (CEQA) and reflects\nthe independent judgment and analysis of the County; certify that the Board has\nreviewed and considered the information contained in the Addendum, adopt the\nAddendum, and approve Advance Planning No. RPPL2023003022 (On\nDecember 12, 2023, the Board indicated its intent to amend the General Plan to\nincorporate the East Los Angeles, East Rancho Dominguez,\nFlorence-Firestone, and Willowbrook/West Rancho Dominguez Community\nPedestrian Plans and other minor technical revisions into the Pedestrian Plans);\nfind that the Santa Monica Mountains Habitat Impact Fee (HIF) Update is\nconsistent with Chapter 3 policies of the California Coastal Act, Santa Monica\nMountains Land Use Policy and Santa Monica Mountains North Area Plan; find\nthat the HIF Update is exempt from CEQA; and approve General Plan\nAmendment No. RPPL2023000732-(3) (On October 24, 2023, the Board\nindicated its intent to approve the HIF Update, as recommended by the Regional\nPlanning Commission); and approve General Plan Amendment No.\nRPPL2018004782-(1), as part of Project No. 2018-003138-(1), to authorize\nconstruction of 17 attached townhouse condominium residences in five\nseparate buildings on a vacant lot located at 18002 Colima Road in the\nunincorporated community of Rowland Heights within the Puente Zoned District\nand East San Gabriel Valley Planning Area, applied for by Tsai Capital, LLC.\n(On November 28, 2023, the Board indicated its intent to approve the Colima\nProject.)
