9.\nLicense Agreement with Southern California Edison Company\nRecommendation:\nA. Find that the proposed action is categorically exempt from California\nEnvironmental Quality Act (CEQA) review, in accordance with CEQA Guidelines\nSection 15301, because the proposed action involves the leasing of an existing\npublic utility service facility and involves negligible or no expansion of an existing\nuse; and\nB.
