43. As-Needed Environmental Consulting Services Master Agreement\nRecommendation: Approve an increase to the maximum annual amount for the\nAs-needed Environmental Consulting Services Master Agreement by $500,000\nfrom $500,000 to $1,000,000, to fund the increased need for environmental\nconsulting services to meet compliance directives related to septic system\nmonitoring in County-owned, controlled, and managed beaches, and to address\nincreasing regulatory requirements at Marina del Rey and County-owned,\ncontrolled, and managed beaches (2, 3, and 4), effective upon Board approval,\nand for the fourth optional renewal year, increasing the maximum aggregate\namount for all executed master agreements from $3,850,000 to $4,400,000,\nwhich is inclusive of an additional 10% annually for unforeseen services; find\nthat the proposed action is not subject to the California Environmental Quality\nAct; and authorize the Director of Beaches and Harbors to take the following\nactions: (Department of Beaches and Harbors) APPROVE\nIncrease the aggregate master agreement by 10%, in any year,\nincluding any extension option, for any additional or unforeseen services\nwithin the scope of these agreements; and\nAward and execute master agreements to add additional contractors as\nthey become qualified throughout the term of the master agreements,\nexecute and amend individual work orders to incorporate changes as\nnecessary, execute amendments should a contracting entity merge, be\nacquired or change its entity, add or delete services and categories to\nthe master agreement as they become necessary, and suspend or\nterminate agreements if, in the opinion of the Director, it is in the best\ninterest of the County.
