42. Concessions Licenses for County-Owned and Operated Beaches\nRecommendation: Approve and authorize the Director of Beaches and Harbors\nto award and execute 10 licenses to various licensees/vendors for the provision\nof concession services for food and beverage concessions, and/or recreational\nactivities at County-owned and operated beaches (2, 3, and 4), for an initial\nterm of four years and eleven months, with five one-year extension options,\neffective upon execution, with an estimated combined total first-year rent to the\nCounty for the 10 licenses of approximately $574,310; find that the proposed\nconcession licenses are exempt from the California Environmental Quality Act;\nand authorize the Director to take the following actions: (Department of\nBeaches and Harbors) APPROVE 4-VOTES\nExercise the extension options if, in the opinion of the Director, the\nlicensees have effectively performed the services during the previous\nlicense term, conduct competitive solicitations and/or negotiate sole\nsource contracts, as appropriate, and award and execute replacement\nlicense agreements during the initial term and extension periods, and in\nthe event any licenses terminate early, negotiate rent increases for\nadditional services and activities not included within the initial authorized\nactivities and which are subject to approval by the Director; and execute\namendments and take the necessary and appropriate actions to\nimplement the proposed licenses.
