37. Ordinance Amending County Code, Title 7 - Business Licenses\nRecommendation: Approve an ordinance for introduction amending County\nCode, Title 7- Business Licenses, by adding Division 3 - Short-Term Rentals\nRegistration to regulate Short-Term Rentals in the unincorporated areas of the\nCounty, the ordinance requires that a Short-Term Rental Host registered each\nyear and pay an annual fee of $914; restricts Short-Term Rentals to a Host’s\nPrimary Residence, prohibits Accessory Dwelling Units, rent Restricted Primary\nResidences, and Vacation Rentals from being used as Short-Term Rentals;\nregulates the operation of Short-Term Rentals, including restricting the number\nof guests, length of stays, and types of events; regulates Hosting Platforms\n(E.g., Airbnb, VRBO) by requiring compliance with County regulations; and\nestablishes an enforcement and appeals process, including imposition of\npenalties and fees for noncompliance; instruct the Director of Regional\nPlanning to amend County Code, Title 22 - Planning and Zoning, any specific\nplans as needed, and the County’s Local Coastal Programs, to ensure the\napplicability of the ordinance to the unincorporated areas of the County, and to\nstrengthen the County’s ability to enforce the ordinance; and find that the\nproposed actions are not a project under the California Environmental Quality\nAct.
