1. APPEAL OF THE PLANNING COMMISSION’S DECISION TO 25-228 APPROVE A CONDITIONAL USE PERMIT (CUP) PCUP-24-0011 TO OPERATE A RETAIL CANNABIS STOREFRONT BUSINESS WITH DELIVERY LOCATED AT 1912 HARBOR BOULEVARD (“GREEN MART”), IN THE LOCAL BUSINESS DISTRICT (C1) RECOMMENDATION: Staff recommends the City Council: 1. Find that the project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to Section 15301 (Class 1) Existing Facilities. 2. Uphold the Planning Commission’s decision to approve Conditional Use Permit PCUP-24-0011 based on findings of fact and subject to the conditions of approval as contained in the Resolution.
