AWARD CONSTRUCTION CONTRACT FOR THE LIBRARY INFRASTRUCTURE IMPROVEMENT PROJECT AND AUTHORIZE STAFF TO PROCESS CHANGE ORDERS UP TO TWENTY PERCENT OF THE CONTRACT AWARD AMOUNT Request the City Council adopt Resolution No. 2025-55 awarding a construction contract for the Library Infrastructure Improvement Project to Southwest Construction Services Inc., in the amount of $6,266,583.82, authorizing the Mayor, on behalf of the City, to execute a Public Improvement Agreement with Southwest Construction Services, Inc. to complete the base bid work items plus the additive alternate bid items No. 32 through No. 37, and authorize the Director of Public Works to approve change orders not to exceed 20% of the contract amount.
