TAB2 23-128 Request City Council to Conduct a Public Hearing to Consider and Adopt\nthe Overlay Program Pursuant to the 2021-2029 (Sixth Cycle) General Plan\nHousing Element Comprised of the following:\nZoning Code Amendment No. 2022-0004: A request to amend the\nRialto Municipal Code by adding Chapter 18.116 - Residential Overlay\nestablishing a residential overlay and associated regulations over 223\nparcels totaling 302 acres distributed throughout the City and modifying\nSection 18.22.020 Permitted Uses and Section 18.22.030 Development\nstandards.\nSpecific Plan Amendment No. 2022-0006: A request to amend the\nFoothill Boulevard Specific Plan to establish a residential overlay by\nreference to the proposed Rialto Municipal Code Chapter 18.116 -\nResidential Overlay over approximately 159 acres distributed along\nFoothill Boulevard.\nSpecific Plan Amendment No. 2022-0007: A request to amend the\nCentral Area Specific Plan to establish a residential overlay by reference\nto the proposed Rialto Municipal Code Chapter 18.116 - Residential\nOverlay over approximately fourteen (14) acres distributed throughout the\nCentral Area Specific Plan.\nSpecific Plan Amendment No. 2022-0008: A request to amend the\nGateway Specific Plan to establish a residential overlay by reference to the\nproposed Rialto Municipal Code Chapter 18.116 - Residential Overlay\nover approximately twenty (20) acres located generally southeast of the\nintersection of Riverside Avenue and San Bernardino Avenue.\n(ACTION)
