J. Ratifying the Declaration of Emergency, Approval of Emergency First\nStreet Parking Lot Repair and Dispensing with Public Bidding\nRequirements, Approval of Emergency First Street Parking Lot\nGeotechnical Evaluation, Approval of Notice of Completion, and\nAuthorization to Approve Payments for the Emergency First Street\nParking Lot Repair and Geotechnical Evaluation - That the City Council\nadopt Resolution 7502: 1. Declaring that the Emergency First Street Parking\nLot Repair, CIP EM2403, was necessary for the immediate preservation of\nlife, health and property of the City, and therefore ratifying the declaration by\nthe Public Works Director that the Emergency First Street Parking Lot Repair,\nCIP EM2403, was of urgent necessity for the immediate preservation of life,\nhealth and property; and, 2. Authorizing the City Manager to execute a\npurchase order with Hardy & Harper, Inc. for the Emergency First Street\nParking Lot Repair, CIP EM2403, in the amount of $49,535 under an existing\non-call agreement with Hardy & Harper, Inc. without advertising for bids; and,\n3. Accepting the work to the Emergency First Street Parking Lot Repair, CIP\nEM2403, by Hardy and Harper, Inc. in the amount of $49,535; and, 4.\nDirecting the City Clerk to file a “Notice of Completion” with the Orange\nCounty Clerk-Recorder within 15 days of the date of approval of the resolution\nand to release retention 35 days after the recordation of the Notice of\nCompletion contingent upon no claims being filed on the Project; and, 5.\nAuthorizing the City Manager to execute a purchase order with GMU\nGeotechnical, Inc. for the Emergency First Street Parking Lot Geotechnical\nEvaluation in connection the Emergency First Street Parking Lot Repair, CIP\nEM2403, in the amount of $15,600; and, 6. Approving Budget Amendment BA\n#24-09-02 in the amount of $66,000.
