Expenditure: None.\nRecommendation of the City Manager that City Council:\n1) Review and concur with the provisions of the Downtown Torrance Business\nImprovement District (BID) Management District Plan; and\n2) Provide direction on assessment obligations for City owned properties; and\n3) Authorize the City Manager to submit affirmative petitions supporting the establishment\nof a Downtown Torrance Business Improvement District.
