Expenditure: None.\nRecommendation of the City Clerk that City Council:\n1) Discuss and consider amending the Torrance Municipal Code to consider changes to\nCommission appointments and terms of members and filling of vacancies; and\n2) Adopt an ORDINANCE amending Torrance Municipal Code Sections 13.1.2, 13.2.2,\n13.3.2, 13.4.2, 13.5.2, 13.9.2, 13.10.2, 13.11.2, 13.15.2, 13.16.2, 13.18.2, 13.20.020\nand 13.21.030 all titled “Appointment and Terms of Members” and Sections 13.1.3,\n13.2.3, 13.3.3, 13.5.3, 13.9.3, 13.15.3, 13.16.3, 13.18.3, 13.20.030 and 13.21.040 all\ntitled “Filling of Vacancies; and\n3) Determine the project is exempt from California Environmental Quality Act (CEQA)\npursuant to Sections 15378 and 15061(b)(3) of the CEQA Guidelines; and\n4) Approve an Ordinance Summary for publication; and\n5) Discuss and provide direction regarding meeting times and combining or disbanding\nCommissions.
