City Manager — Adopt Findings Declaring Exempt Surplus Land Under the\nCalifornia Surplus Land Act and Adopt RESOLUTIONS Authorizing Grant of\nEasement and Settlement and Release Agreement for Portions of City-Owned\nVacant Properties. Expenditure: None.\nRecommendation of the City Manager that City Council:\n1) Adopt findings that portions of city-owned vacant properties (7532-011-900\nand 7532-011-901) are exempt surplus land under the California Surplus Land\nAct as defined by California Government Code, Section 54221; and\n2) Adopt a RESOLUTION authorizing and directing the Mayor to execute and the\nCity Clerk to attest to grant of easement entitled Easement Agreement with\nCovenants, Conditions, and Restrictions for portions of city-owned vacant\nproperties (7532-011-900 and 7532-011-901); and\n3) Adopt a RESOLUTION authorizing and directing the Mayor to execute and the\nCity Clerk to attest to a Settlement and Release Agreement between the City\nof Torrance and the property owners of 4805 Paseo de las Tortugas to cure an\nencroachment dispute.
