8. Public Hearing to Consider Approval of the 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER) for the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) Programs. RECOMMENDED MOTION: Staff recommends that the City Council: 1. Conduct the public hearing and receive comments on the draft 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER). 2. Approve the 2024-2025 CAPER for the Community Development Block Grant (CDBG) and Home Investment Partnerships (HOME) Programs. 3. Authorize the City Manager, or their designee, to submit the 2024-2025 CAPER to the U.S. Department of Housing and Urban Development (HUD).
