CITY COUNCIL FIRST READING OF ORDINANCES TO AMEND TITLE 24-113\n13 (PLANNING, ZONING AND DEVELOPMENT) AND TITLE 9\n(LICENSES AND BUSINESS REGULATIONS) OF THE COSTA MESA\nMUNICIPAL CODE TO MODIFY THE CITY’S RETAIL CANNABIS\nPROVISIONS AND FIND THIS PROJECT TO BE CATEGORICALLY\nEXEMPT FROM CEQA\nRECOMMENDATION:\nStaff recommends the City Council:\n1. Find that the project is categorically exempt from the California\nEnvironmental Quality Act (CEQA), Section 15061(b)(3) (“General Rule”).\n2.
