(21) 26-0037 PUBLIC WORKS COMMITTEE REPORT relative to expanding the design scope of the Sepulveda Basin Pedestrian Safety and Access Improvements Project. Recommendations for Council action: 1. INSTRUCT the Bureau of Engineering (BOE) to ensure all curb ramps are ADA compliant along the Games Routes Network, specifically Victory Boulevard, Balboa Boulevard, Burbank Boulevard, and Woodley Avenue, for the Sepulveda Basin Valley Complex by the beginning of the 2028 Olympic Games. 2. INSTRUCT the Bureau of Street Services (BSS) to resurface Victory Boulevard between Balboa Boulevard and Woodley Avenue upon the construction of ADA compliant curb ramps on that segment Victory Boulevard. 3. INSTRUCT the BSS to plant trees in all empty tree wells along the Games Routes Network adjacent to the Sepulveda Basin Valley Complex and, in coordination with the Office of Community Beautification, to install and/or repair irrigation for trees and landscaping, remove all brush, and replant all necessary landscaping, on the Burbank Boulevard and Balboa Boulevard medians through the Sepulveda Basin. 4. INSTRUCT the BSS to request funding in the Fiscal Year 2027- 28 Budget to accelerate the installation of Sidewalk and Transit Amenities Program transit shelters, wayfinding signage, and hydration stations, and other transit amenities at priority transit stops serving the 2028 Olympic and Paralympic Games, prioritizing permanent infrastructure that supports both the Games and the City's long-term transit network. 5. INSTRUCT the Bureau of Street Lighting to install the necessary lighting along Victory Boulevard, Woodley Avenue, Burbank Boulevard, Balboa Boulevard and to ensure that the public right of way has adequate lighting for vehicles and pedestrians attending games at the Sepulveda Basin Valley Complex. 6. INSTRUCT the Department of Transportation to install left turn phasing at the intersections of Victory Boulevard and Louise Avenue and Victory Boulevard and Hayvenhurst Avenue and a Pedestrian Hybrid Beacon at Victory and Encino prior to the 2028 Olympic Games. 7. INSTRUCT the City Administrative Officer (CAO) to identify funding for the aforementioned items from the relevant 2028 Games line items in the 2026-27 adopted budget or other sources as necessary in order to complete all items by the start of the 2028 Olympic Games. Fiscal Impact Statement: None submitted by the BOE. Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report.
