(1) 21-1039-S4 ENERGY AND ENVIRONMENT COMMITTEE REPORT relative to the Year-1 Existing Municipal Building Decarbonization Workbook report. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. APPROVE the framework for existing building decarbonization through electrification and promulgation of solar and battery energy storage systems in the City's existing municipal buildings, as outlined in the "Los Angeles Existing Building Decarbonization Workplan" Report objectives (Attachment No. 1 of the Municipal Facilities Committee (MFC) report dated April 3, 2026, attached to the Council file), subject to an annual review of projects and budget approval by the MFC. 2. RECEIVE AND FILE the current "Year-1 Existing Municipal Building Decarbonization Workbook" report (Attachment No. 2 of said MFC report). 3. INSTRUCT the Bureau of Engineering (BOE) to revise and report with a "Revised Year-1 Existing Municipal Building Decarbonization Workbook", with the understanding of the target workplan completion date of 2045. 4. INSTRUCT the BOE to report annually to the MFC on the status of the decarbonization workplan implementation and seek approval for the future year workbook. 5. INSTRUCT all Council-controlled departments to work with their respective maintenance providers (i.e., Department of General Services (GSD) or Department of Recreation and Parks (RAP)) to participate in and implement the transition of gas-powered assets as outlined in the Workplan, with the understanding that departments may need to accommodate downtime during construction including BOE, GSD, and RAP to develop proactive equipment replacement processes that account for emergency failures. 6. AUTHORIZE the Controller to establish a new account within the BOE Special Services Fund No. 682/50 titled, "Decarbonization Rebates," and AUTHORIZE the BOE to collect rebates and incentives in this account, subject to the appropriation of the Council and the Mayor. 7. AUTHORIZE the City Engineer or designee to make technical corrections to the recommendations to effectuate the intent of the Council. 8. AUTHORIZE the City Engineer or designee, with concurrence from the MFC, to evaluate and make adjustments as needed to the project list in the case of an unforeseen condition requiring a change of facilities. Fiscal Impact Statement: The MFC reports that there is no General Fund impact as a result of the recommended actions to approve the framework of the decarbonization plan.
