25. Tejon Peak Telecommunication Site Lease, Sublease, and Site Access
Agreement
Recommendation: Approve and authorize the Chief Executive Officer to execute
a proposed lease with Ralphs Trust (Lessor) for a fenced area of approximately
2,600 sq ft and improved with a microwave tower, two small buildings, and
communication equipment (Lease); a sublease with Southern California Edison
Company (SCE), which co-locates and shares equipment with the County
(Sublease); and a Site Access Agreement (SAA) that allows the Los Angeles
Regional Interoperable Communications System Authority (LA-RICS) access to
their own communication facility at the same site for an initial term of 10 years.
The estimated first-year lease cost due to the Lessor is approximately $49,700,
which includes $30,000 for annual rent from the County, a $500 annual
maintenance fee to the Lessor, a $10,000 one-time signing fee, which annual
maintenance fee and one-time signing fee will be shared 50% with SCE, and
approximately $9,200, which is 50% of approximately $18,400 sublease rent
received by the County from SCE. The estimated total proposed Lease cost is
approximately $464,600 for the 10-year term paid by the County, but with
SCE’s sublease rent retained by the County and SCE’s payment of shared
costs, the County’s net cost is approximately $246,000. Sufficient funding for
the proposed Lease is included in the Fiscal Year (FY) 2026-27 Rent Expense
Budget and will be billed back to the County’s Internal Services Department
(ISD). ISD has allocated sufficient funds in its FY 2025-26 operating budget to
cover the projected Lease costs. The entire rental cost funded from ISD’s
operating budget would remain subject to the Communication Site Utilization
Program cost recovery pool. Authorize and direct the Chief Executive Officer to
execute any other ancillary documentation necessary to effectuate the
proposed Lease, Sublease, and SAA, and to take actions necessary and
appropriate to implement the proposed Lease, Sublease, and SAA, including,
without limitation, exercising any options to extend the term, early termination,
or amendments. Each agreement includes four five-year options to extend the
term. If the options are exercised, the total term of the proposed Lease,
Sublease, and SAA will be up to 30 years, respectively. Find that the proposed
lease, Sublease, and SAA are exempt from the California Environmental Quality
