36. Upgraded Trauma and Emergency Medicine Information System Sole Source Agreement Amendment Recommendation: Authorize the Director of Health Services to execute an amendment to a sole source agreement (Agreement) with ESO Solutions, Inc. to extend the Agreement’s term through June 30, 2031, to ensure the necessary upgrade and continuation of maintenance services of the Trauma and Emergency Medicine Information System (TEMIS); increase the contract sum by $9,562,157 in Measure B Special Tax Fund and $581,429 in Measure B Advisory Board (MBAB) funding for a new contract sum of $36,166,551; reallocate previously approved unspent one time MBAB funding to future fiscal years; and add a new Statement of Work (SOW) to upgrade the LA Trauma registry to the Emergency Medical Services Trauma Registry, a Software-as-a-Service platform. Approve the annual budget allocation of Measure B Special Tax Fund to cover the cost for the upgrade, maintenance, and support of TEMIS, with a cost of $1,562,157 for October 1, 2026 through June 30, 2027, $2,000,000 for July 1, 2027 through June 30, 2028, $2,000,000 for July 1, 2028 through June 30, 2029, $2,000,000 for July 1, 2029 through June 30, 2030, and $2,000,000 for July 1, 2030 through June 30, 2031, to support the upgrade, maintenance, and operation of TEMIS. Authorize the Director to execute future amendments to the Agreement to use pool dollars to fund additional work; and incorporate administrative changes to the Agreement, including but not limited to update SOW, addition, modification, or removal of any relevant terms and conditions as required under Federal or State law or regulation, County policy, Board and/or Chief Executive Office.
