23. Department of Parks and Recreation Lease Agreement
Recommendation: Authorize the Chief Executive Officer to execute a proposed
lease with ELITE-TRC ALHAMBRA COMMUNITY LLC, a Delaware limited
liability company (Landlord), for the Los Angeles County Regional Park and
Open Space District’s (RPOSD’s) use of approximately 6,633 sq ft of office
space and 27 on-site parking spaces, located at 1000 South Fremont Avenue,
Building A6, Suite A6300, Alhambra. The proposed lease is for a term of ten
years and five months. The estimated maximum first-year base rental cost is
$279,000, with a rent abatement of approximately $117,000 and parking cost of
$26,000, totals $188,000. The estimated total proposed lease cost, including
parking and low-voltage costs, is $4,407,000 over the ten-year and five-month
term. The rental costs will be funded 100% by revenue offset with RPOSD
funds, included in the Department of Parks and Recreation (LA County Parks)
existing budget. LA County Parks will not be requesting any Net County Cost for
this action. Authorize the Director of LA County Parks and RPOSD to contract
with and direct the Internal Services Department (ISD), or an approved vendor
under ISD-administered master agreement including, but not limited to, the
Telecommunications Equipment and Services Master Agreement, in
coordination with the Chief Executive Officer for the acquisition and installation
of telephone, data, security systems, access control, and low-voltage systems
and vendor installation (Low-Voltage Items) at a total cost not to exceed
$872,000, if paid in a lump sum. The cost for the Low-Voltage Items is in
addition to the rental costs payable to the Landlord. Authorize and direct the
Chief Executive Officer to execute any other ancillary documentation necessary
to effectuate the terms of the proposed lease and take actions necessary and
appropriate to implement the proposed lease including, without limitation,
exercising any early termination rights and one option to extend for an
additional five years, at fair market value. If this option is exercised, the total
term of the proposed lease will be up to 15 years and five months. Find that the
proposed lease is exempt from the California Environmental Quality Act.
