35. Family Visitation Centers and Safe Child Custody Exchange Service Sole Source Contracts Recommendation: Authorize the Interim Director of Children and Family Services to extend the existing two Family Visitation Centers and Safe Child Custody Exchange (FVC/SCCE) sole source contracts with Grace Resource, Inc. and El Nido Family Centers by amendment, (substantially similar to Attachment A), for one year beyond the original contract term, effective October 1, 2026 through September 30, 2027. The extension will enable the Department of Children and Family Services (DCFS) to release, process, and complete a Request for Proposals to solicit a new contract without a lapse or disruption in current services. The maximum annual contract amount for the one-year extension for both contracts is $335,136, financed using 100% Assembly Bill 2994 funds. Funding for the FVC/SCCE contracts has been included in DCFS’ Fiscal Year 2026-27 budget request and will be included in the subsequent budget requests. Authorize the Interim Director of Children and Family Services to extend the contracts by amendments for an additional six-month term beyond September 30, 2027, if such time is necessary to complete a solicitation, provided that: sufficient funding is available; and the Interim Director of DCFS notifies the Board and the Chief Executive Office, in writing, within 10 business days after the execution of such amendments.
