Construction Project in the Unincorporated Community of Windsor Hills Recommendation: Approve the proposed Windsor Hills - Southridge Avenue, et al., Project (Project) and adopt the plans and specifications that are on file at an estimated construction contract cost between $3,400,000 and $5,100,000. Advertise for bids to be received before 11:00 a.m. on September 29, 2026. Authorize the Director of Public Works to take all other actions necessary to deliver the Project. Authorize the Director to execute a Utility Agreement between the County and the Metropolitan Water District of Southern California for the financing of the District’s relocation and reconstruction of conflicting utilities within the proposed Project. Find that the proposed Project is exempt from the California Environmental Quality Act. Find that Parcel 133EXF.21 related to the Santa Anita Wash is exempt surplus land under the provisions of the Surplus Land Act pursuant to California Government Code, Section 54221 (f)(1)(B), because it is less than one-half acre in area and is not contiguous to land owned by a state or local agency. Approve the project, which is the sale of Parcel 133EXF.21 related to the Santa Anita Wash from the District to the adjacent property owners, Jagadish Krishnappa and Sowmya Srinivas. Authorize the Chief Engineer of the District to execute the Quitclaim Deed document and authorize delivery to Mr. Krishnappa and Ms. Srinivas. Grant of Easement in the Unincorporated Community of La Verne Recommendation: Acting as the Governing Body of the Los Angeles County Flood Control District (District), find that the grant of easement to Southern California Edison Company (SCE) for overhead electrical supply systems and appurtenances affecting Parcel 33GE related to the Live Oak Reservoir, in the unincorporated community of La Verne, and the subsequent use of said easement will not interfere with the use of the affected parcel for any purposes of the District. Approve the grant of easement for overhead electrical supply systems and appurtenances affecting Parcel 33GE related to the Live Oak Reservoir, in the unincorporated community of La Verne, from the District to SCE. Authorize the Chief Engineer of the District to execute the Easement document and authorize delivery to SCE. Find that the proposed project is exempt from the California Environmental Quality Act. Public Hearing Captioning, Transcription, and Related Services Contract Recommendation: Award a five-year contract to TPUSA, Inc. Approve and instruct the Chair to sign a contract with the Contractor, effective the day after the Board’s approval, with two one-year renewal options, at a Maximum Contract Sum (MCS) of $60,000 annually. This contract is in Net County Cost funded through the Department of Regional Planning's Operating Budget for the respective year. Authorize the Director of Regional Planning to approve and execute amendments to incorporate necessary changes to the contract that do not significantly affect the scope of work or exceed the MCS of $60,000 annually; and to suspend work if, in the opinion of the Director, it is in the best interest of the County. Authorize the Fire Chief to execute all future amendments, modifications, extensions, and augmentations relative to the agreement for services as necessary. (Supervisorial Districts 2, 3 and 4) (Fire Department) APPROVE (26-5236) 57. 2027 National Football League Commemorative Badge Program Participation Recommendation: Acting as the Board and the Governing Body of the Consolidated Fire Protection District (District), authorize the Director of Internal Services, through the Executive Office of the Board, to execute a participation agreement with the National Football League’s (NFL's) only authorized badge vendor, IPGBadges.com, and to facilitate the purchase of the commemorative badges as described, through issuance of a zero-cost purchase order. Authorize IPGBadges.com a temporary license to be a retail distributor of the commemorative 2027 NFL Super Bowl badges using the Sheriff's Department (Department) and District's respective names or insignia, if applicable only for the 2027 NFL Super Bowl event. Authorize the Sheriff and Fire Chief to allow the authorized sworn and other designated uniformed personnel to wear the specially designed 2027 NFL Super Bowl badges for the months of January and February 2027. Authorize the retention of the commemorative badges at the end of the authorized period as keepsakes so long as they are encased in a block of Lucite, or similar materials, to render the badges unusable for active service. Fiscal Year 2026-27 Cannabis Tax Fund Grant Program Agreement Recommendation: Authorize the Chief Medical Examiner to accept the Cannabis Tax Fund Grant Program (CTFGP) 2026-28 grant award in an amount not to exceed $297,400 for the period of July 1, 2026 through June 30, 2028. Authorize the Chief Medical Examiner to execute, submit, and administer all documents required by the California Highway Patrol (CHP) CTFGP, including agreements, amendments, extensions, certifications, reports, and reimbursement requests, necessary to implement the grant program provided that such actions do not materially alter the scope of the grant or increase Net County Cost (NCC). Authorize the Chief Medical Examiner to apply for future CHP CTFGP funding opportunities, and upon notification to the Board and Chief Executive Office, accept and execute future grant awards and associated documents, including applications, agreements, amendments, extensions, and reimbursement requests, provided that: no additional NCC is required; and the grant funded activities are substantially similar to those described herein. Authorize the Chief Probation Officer to take the following actions: (Probation Department) APPROVE (Continued from the meetings of 8-4-26 and 8-11-26) Prepare and execute contract modifications that extend the term of the contract for up to two additional, consecutive 30-month periods, for a total of five years, subjected to the availability of funding. County of Los Angeles, Los Angeles Superior Court Case No. 22STCV31110, in the amount of $1,300,000; and instruct the Auditor-Controller to draw a warrant to implement this settlement from the Office of the District Attorney's budget. Los Angeles County Claims Board's recommendation: Authorize settlement of the matter entitled, Joanne Capitano v. Thien Huong Nguyen, et al., Los Angeles Superior Court Case No. 23AHCV00720, in the amount of $1,150,000; and instruct the Auditor-Controller to draw a warrant to implement this settlement from the Department of Public Works' budget. This lawsuit arises from alleged injuries Plaintiff sustained in an automobile collision involving a Department of Public Works employee. (26-5207) 69.
