Reports from the City Administrative Officer and the Bureau of
Engineering relative to the Fiscal Year 2026-27 Second Homelessness
Funding Report. (This item is referred to the Budget and Finance
Committee and Homelessness and Health Committee. The Health
and Homelessness Committee approved the item as amended on
September 9, 2026.)
Funding allocation, lease, and continued use for a period of up to five
years for the Residential Interim Housing/Low Barrier Navigation
Center at 600 East 116th Place for those experiencing homelessness,
are statutorily exempt from the California Environmental Quality Act
under Public Resources Code (PRC) Section 21080.27.5, applicable to
low barrier navigation centers; PRC Section 21080.10(c) as a contract
approval providing homelessness services; and Government Code
Section 8698.4(a)(4) governing homeless shelter projects under a
shelter crisis declaration.
