3-D. Employee Benefits Consulting and Brokerage Services Contract and Authority to Fund Employee Health Plans for Calendar Years 2027-2030 Recommendation: Authorize the Executive Director of the Los Angeles County Development Authority (LACDA) to execute a one-year contract with Alliant Insurance Services, Inc. (Alliant), for employee benefits consulting and brokerage services (Contract), not to exceed $150,000 for Alliant’s services, using funds to be included in the LACDA’s annual budget approval process, to be effective following approval and execution by all parties. Authorize the Executive Director to execute amendments to the Contract, to extend the term for a maximum of four additional years, in one-year increments, with the same annual compensation of $150,000, using funds to be included in the LACDA’s annual budget approval process. Authorize the Executive Director to approve and fund HMO and PPO group medical plans through PRISM Health for calendar years 2027, 2028, 2029, and 2030, including employer-paid medical subsidies, using funds included in the LACDA’s approved budget and allocated through the annual budget process. Authorize the Executive Director to amend the Contract to modify the statement of work, add services, and increase the annual compensation by up to 10% of the Contract total for unforeseen costs. Authorize the Executive Director, upon his determination and as necessary and appropriate under the terms of the Contract, to terminate the Contract. Find that approval of a contract to provide employee benefits consulting and brokerage services is not subject to the provisions of the California Environmental Quality Act. APPROVE (26-5506)
