12C. City Council update and receive direction on: 1) extending the Memorandum
for the operation of Buena Creek Navigation Center (BCNC) shelter program;
2) the two shelter options; or 3) submitting an application for non-competitive
California Department of Housing and Community Developmentās (HCD)
Permanent Local Housing Allocation (PLHA) Cycle 2 funding; 4) and other
City Council direction regarding shelter options and funding allocation to
implement homeless services. Environmental Considerations: The action
being considered by the City Council is exempt from the California
Environmental Quality Act (CEQA) because it is not a "project" under Section
15061(b)(3) of the CEQA Guidelines because it can be seen with certainty
that there is no possibility that the activity in question may have a significant
effect on the environment. The action is also exempt from CEQA under
Section 15378(b)(5) of the CEQA Guidelines because it involves an
organizational or administrative activity of government that will not result in the
direct or indirect physical change in the environment. Contact Persons:

Recommended Action: Provide staff direction on the MOU extension with
Authorize the City Manager, in coordination with the City Attorney, to execute
Options: A) Possible continuation of the City's current BCNC 12-bed shelter
program, including the Retread contract and Santa Fe House master lease,
which expires on December 31, 2026; or B) Rely on the San Diego County
regional shelter network, SDRM's existing shelter and residential rehabilitation
facilities, secure the exclusive use of up to 12 dedicated shelter beds with
SDRM' South County Lighthouse, and discontinue BCNC's 12 dedicated
shelter beds; or 3) PLHA Cycle 2 Funding Application: Submit a PLHA Cycle 2
application to receive non-competitive funding. If authorization is given,
provide direction on the use of the funding (this funding opportunity does not
require Housing First criteria); or 4) Any other City Council direction regarding
shelter options and funding allocation to effectively implement homeless
services.
