8. Staff recommends that the City Council authorize the 26-1643 addition of one provisional, limited-term full-time Program Specialist position within the Coastal Management Division to provide additional staff capacity necessary to administer, coordinate, document, and implement requirements associated with the California Coastal Commission (CCC) grant awarded to the City for the RE:BEACH Oceanside Pilot Project; authorize the use of remaining available grant funds for the position and associated personnel costs; and authorize the City Manager or designee to take all actions necessary to implement the position.
