12.a APPROVAL OF RESOLUTION NO. 2026-004 AND RESOLUTION NO. 2026-005 APPROVING SECOND AMENDED AND RESTATED REGIONAL WASTEWATER DISPOSAL AGREEMENT (SARA) AND ADMINISTRATIVE AGREEMENT NO. 1 WITH Staff recommends that the City Council adopt Resolution No. 2026-004 approving the Second Amended and Restated Regional Wastewater Disposal Agreement and adopt Resolution No. 2026-005 approving Metropolitan Sewerage System Administrative Agreement No. 1 for unified management of industrial waste discharge pretreatment and enhanced source control.
