10B. DISCUSSION OF TRANSIT PROGRAMS INCLUDING: SENIOR MOBILITY PROGRAM, SC RIDES, THE LAST MILE PROGRAM, CMO SHUTTLE PROGRAM, AND THE SAN CLEMENTE TROLLEY Staff Recommendation 1. Direct staff to move forward with Option 4 for the Senior Mobility Program and limit ridership to 14 one-way rides per month. 2. Direct staff to move forward with Option 2 for the SC Rides Program and reduce the City maximum subsidy from $9 to $5 per ride. 3. Eliminate or delay implementation of the Last Mile Program. 4. Provide direction for the Clean Mobility Options (CMO) Shuttle Program. 5. Provide direction for the Trolley Program. 6. Receive and file the Administrative Report dated February 3, 2026 and on file with the City Clerk.
