11I. NOTICE OF COMPLETION - SOUTH EL CAMINO REAL LANE RECONFIGURATION AND BUFFERED BIKE LANE PROJECT FROM AVENIDA MENDOCINO TO SOUTH CITY LIMIT- FEDERAL PROJECT NO. CML-5274(039), FTIP NO. ORA 190914, CITY CIP PROJECT NO. 11308, AND CONSIDERATION OF RED CURB MODIFICATION ON SOUTH EL CAMINO REAL, AND FINDING THE ACTIONS CATEGORICALLY EXEMPT UNDER THE CALIFORNIA ENVIRONMENTAL QUALITY ACT Staff Recommendation Adopt Resolutions No. 26-26 (Notice of Completion) and No. 26-27 (Red Curb Modification), which will: 1. Approve the final project design and accept the South El Camino Real Lane Reconfiguration and Buffered Bike Lane Project from Avenida Mendocino to South City Limit, Federal Project No. CML-5274(039), FTIP No. ORA 190914, City CIP Project No. 11308, from ONYX Paving Company, Inc. 2. Authorize the City Clerk to execute and record the Notice of Completion for the South El Camino Real Lane Reconfiguration and Buffered Bike Lane Project from Avenida Mendocino to South City Limit. 3. Authorize the City Clerk to release the payment bond 35 days from the recordation of the Notice of Completion upon verification with the Engineering Division that no liens have been levied against the Contractor, ONYX Paving Company, Inc. 4. Authorize the City Clerk to release the performance bond for this project upon receipt of a warranty bond in a form acceptable to the Public Works Director/City Engineer in the amount of 25% of the total construction cost. 5. Find the project categorically exempt from the California Environmental Quality Act (CEQA) under Class 1 (Existing Facilities, 14 CCR section 15301) of the State CEQA Guidelines. 6. Approve the red curb modification as illustrated in Attachment 5 of the Administrative Report dated February 3, 2026 and on file with the City Clerk.
