6. Staff recommends that the City Council: 1) Approve a 26-1212 Professional Services Agreement (PSA) with RSG, INC., in the amount of $380,000 to provide professional Financial Advisor services to assist the City in the implementation of the Oceanside Manufactured Home Fair Practices Act; 2) Appropriate $320,000 from Mobile Home Rent Control Fund- Unassigned fund balance; and 3) Authorize the City Manager or his designee to execute the agreement upon receipt of all supporting documents.
