Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: PRESENT and ADOPT the accompanying ORDINANCE, dated December 19, 2025, relative to authorizing the Bureau of Sanitation to use the progressive design-build project delivery method and the competitive sealed proposal selection process consistent with City Charter Section No. 371(b) for the Hyperion Water Reclamation Plant Phase 1A Recycled Water Foundational Infrastructure Project. Fiscal Impact Statement: None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
