4.4 GENERAL PLAN ANNUAL PROGRESS REPORT FOR CALENDAR YEAR 2025 Recommended Action: 1) Find that the action is not a project as defined by the California Environmental Quality Act pursuant to State CEQA Guidelines section 15378(b)(5); and 2) Receive and file the 2025 General Plan Annual Progress Report (APR); and 3) Direct Staff to submit the APR to the Governor’s Office of Land Use & Climate Innovation (LCI) and the Department of Housing and Community Development (HCD).
