10.a PUBLIC HEARING TO CONSIDER ORDINANCE 2026-1261 ADOPTING A SCHEDULE
OF INCREASED SEWER SERVICE CHARGES FOR THE UPCOMING FISCAL YEARS.

Recommendation:
1. Declare the public hearing open.
2. Receive the report and public testimony.
3. Last call for written protests.
4. Motion to close the public hearing.
5. Staff tabulates quantity of written protests.
6. Once staff tabulation is complete, make announcement regarding final tabulation
of written protests.
a. If no majority protest exists, City Council has authority to adopt the proposed
rates. City Council can discuss and deliberate on the proposed rate
increases and take a vote. See steps 7 through 9 below.
b. If a majority protest exists, City Council does not have authority to adopt the
proposed rates, and no further action should be taken.
7. The City Council must vote on which if any of the 4 rate options to adopt.
8. If City Council chooses to adopt the proposed increase, Mayor calls for
introduction of Ordinance No. 2026-1261 that will reference the selected rate
option.
9. City Clerk reads the title of Ordinance No. 2026-1261 adopting revised sewer
service rates for sanitary sewer service and amending sections of Chapter 13.06
of the Imperial Beach Municipal Code pertaining to sewer service charges.
10. City Council may consider motion to dispense first reading of Ordinance No. 2026-
1261 by title only and set the matter for adoption at the next regularly scheduled
City Council meeting.
