16. AMENDMENTS TO FIREWORKS ORDINANCE Request the City Council adopt Ordinance No. 2026-06, amending Escondido Municipal Code Chapter 17, Article 4, Division 2 (“Fireworks Ordinance”) to regulate fireworks. The amendment will update the existing Ordinance regarding fireworks regulations pursuant to the City’s police power on the operation and use of fireworks; to promote the public health and safety; and to prevent the fire risks, noise disturbances, air pollution, litter, and adverse impacts on military veterans, pets, and other vulnerable populations.
