21. 26-407 Accept Lowest Responsive and Responsible Bid and Authorize Execution of a Construction Contract with Performance Pipeline Technologies, Inc., in the Amount of $1,970,231.60, for the FY 2025/26 Sewer Lining Project (CC-1845) Recommended Action: A) Accept the lowest responsive and responsible bid submitted by Performance Pipeline Technologies, Inc. in the amount of $1,970,231.60; and, B) Authorize the Director of Public Works to approve change orders up to 15% contingency in potential construction change orders; and, C) Authorize the Mayor and City Clerk to execute the construction contract in a form approved by the City Attorney.
