D. APPROVAL OF A CONSULTANT SERVICES AGREEMENT WITH SANDRA MEDRANO TO PROVIDE HOUSING SERVICES FOR THE CITY’S HOME IMPROVEMENT PROGRAMS The City Council is requested to approve a consultant services agreement to provide housing services. Recommendation: 1. Review and approve a consultant services agreement (Attachment “A”) with Sandra Medrano (Medrano) to provide housing services for three years, with two optional one-year extensions, for a total compensation of $178,971. The total compensation shall not exceed 20 percent of the City’s Home Improvement Program’s budget; 2. Authorize the City Manager to finalize and execute the consultant services agreement for three years beginning on July 1, 2026; and 3. Authorize the City Manager to amend the consultant services agreement with Medrano for up to two additional years, in one-year increments. The total value of the consultant services agreement for future FYs shall not exceed $59,657 or 20 percent of the City’s Home Improvement Program budget in those years, whichever is less.
