11.b APPROVAL OF SPECIAL EVENT PERMIT APPLICATION FOR THE 105 IMPERIAL BEACH ATHLETIC CLUB (IBAC) 2026 SUMMER SERIES AND USE OF DESIGNATED BEACH SPACE AND SOUND AMPLIFICATION PERMIT. (1040-10) Staff recommends the City Council: 1. Approve a special event permit application from the Imperial Beach Athletic Club to host their event series. Approval includes: a. Use of beach area at the end of Dahlia for their Cornhole Tournament on Saturday, July 25, 2026 and Sunday, July 26, 2026; and b. Use of beach area at the end of Elm Avenue for their Horseshoe Tournament on Saturday, August 22, 2026; and c. Use of beach area at the end of Imperial Beach Boulevard for their Over the Line Tournament on Saturday, October 10, 2026 and Sunday, October 11, 2026; and d. Sound amplification for all three events. 2. Consider approving the applicant’s request for a waiver of eligible special event fees.
