5. REGULAR BUSINESS 5.1 Fiscal Year 2026-27 Proposed Budgets for City and for Housing Authority; Revise Fund Balance Policy; Approve Job Descriptions for Police Captain, Senior Finance Analyst, Police Lieutenant, Senior Public Works Inspector, Senior Code Enforcement Officer, and Permit Technician II; and Amend Salary Schedules for Management, Administrative, and Confidential Employees, for Westminster Police Officer’s Association, and for Westminster Municipal Employees Associations. RECOMMENDATION: A. Adopt a Resolution entitled, "A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, ADOPTING AND APPROPRIATING THE BUDGET FOR THE 2026-2027 FISCAL YEAR AND AUTHORIZING THE CITY MANAGER TO INCREASE THE 2025-2026 OPERATING BUDGET"; and B. Adopt a Resolution entitled, "A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, ESTABLISHING THE ARTICLE XIIIB APPROPRIATION LIMIT FOR THE 2026-2027 FISCAL YEAR"; and C. Adopt a Resolution entitled, "A RESOLUTION OF THE WESTMINSTER HOUSING AUTHORITY ADOPTING AND APPROPRIATING THE BUDGET FOR THE 2026-2027 FISCAL YEAR"; and D. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA ADOPTING THE FUND BALANCE POLICY”; and E. Approve the job descriptions for Police Captain, Senior Finance Analyst, Police Lieutenant, Senior Public Works Inspector, Senior Code Enforcement Officer and Permit Technician II; and F. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, REVISING RESOLUTION NO. 5347, AMENDING THE SALARY SCHEDULES FOR THE MANAGEMENT, ADMINISTRATIVE, AND CONFIDENTIAL EMPLOYEES FOR THE PERIOD OF JULY 1, 2026, THROUGH AND INCLUDING JUNE 30, 2029”; and G. Adopt a Resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, REVISING RESOLUTION NO. 5345, AMENDING THE SALARY SCHEDULES FOR THE WESTMINSTER POLICE OFFICERS’ ASSOCIATION FOR THE PERIOD OF JULY 1, 2026, THROUGH AND INCLUDING JUNE 30, 2029”; and H. Adopt a resolution entitled, “A RESOLUTION OF THE MAYOR AND CITY COUNCIL OF THE CITY OF WESTMINSTER, CALIFORNIA, REVISING RESOLUTION NO. 5346, AMENDING THE SALARY SCHEDULES FOR THE WESTMINSTER MUNICIPAL EMPLOYEES’ ASSOCIATION FOR THE PERIOD OF JULY 1, 2026, THROUGH AND INCLUDING JUNE 30, 2029”; and I. Revise the Citywide Comprehensive Salary Schedules consistent with the above-mentioned salary schedule approvals. 5.2 Award of Contract - McFadden Avenue, Brookhurst Street, and a Portion of Bolsa Avenue Improvements (Project Plan No. P-2646). RECOMMENDATION: A. Approve the award of contract to the lowest and responsible bidder, Sequel Contractors, Inc., in the amount of $3,656,938.00, and reject all other bids; B. Authorize a 10% contingency for potential change orders in the amount of $365,693.80; and C. Authorize the City Manager to execute the contract on behalf of the City, in a form approved by the City Attorney. 5.3 First Amendment to the Parks, Civic Center, Rose Center, Chamber of Commerce, Police Department Training Facility, Corporation Yard, Greenbelt, and Well Site Landscape Maintenance Service Agreement with EMTS, Inc., dba Elite Maintenance and Tree Service. RECOMMENDATION: Approve a First Amendment to Agreement No. 2026-036 with EMTS, Inc., dba Elite Maintenance and Tree Service, for additional landscape maintenance services for parks and city facilities and new pest control services, increasing the annual not-to-exceed amount by $61,332, for an approximate aggregate amount of $1,893,152.96, with Consumer Price Index (CPI) increases. 5.4 First Amendment to the Medians and Trails Landscape Maintenance Service Agreement with EMTS, Inc., dba Elite Maintenance and Tree Service. RECOMMENDATION: Approve a First Amendment to Agreement No. 2026-035 with EMTS, Inc., dba Elite Maintenance and Tree Service, for additional landscape maintenance services of medians and trails, increasing the annual not-to-exceed amount by $55,872, for an approximate aggregate amount of $1,559,837.75 with estimated Consumer Price Index (CPI) increases. 5.5 Purchase of Sensus AutoGun Meter Reading Devices, Water Meters, and Parts for FY 2026-2027 in an amount not to exceed $900,000 from Aqua-Metric Sales Company. RECOMMENDATION: Approve a Purchase Order with Aquatic-Metric Sales Company for Sensus AutoGun meter reading devices, water meters, and parts for Fiscal Year 2026-2027 in an amount not to exceed $900,000. 5.6 Leasing of City Vehicles through Enterprise Fleet Management. RECOMMENDATION: Approve a five-year agreement with Enterprise fleet Management for the leasing of City vehicles in a not-to-exceed amount of $845,000 per year, for Fiscal Year 2026-2027 through Fiscal Year 2030-2031, for an aggregate amount of $4,225,000. 5.7 Rose Garden Apartments located at 8190 13th Street - Proposed Transfer of Fee Ownership, Affordability Preservation, and Property Rehabilitation. RECOMMENDATION: The Chair and Authority Board Members: A. Adopt a Resolution entitled, “A RESOLUTION OF THE WESTMINSTER HOUSING AUTHORITY APPROVING A PURCHASE AND SALE AGREEMENT FOR THE PROPERTY LOCATED AT 8190 13th STREET AND APPROVING A REHABILITATION AND OPERATIONS AGREEMENT FOR THE ROSE GARDEN APARTMENTS AT 8190 13TH STREET, WESTMINSTER, CA”; B. Approve a Purchase and Sale Agreement for the Property located at 8190 13th Street, Westminster, CA 92683; C. Approve a Rehabilitation and Operations Agreement for the Rose Gardens Apartments at 8190 13th Street, Westminster, CA 92683; D. Authorize the Executive Director and Housing Authority Legal Counsel to make non-substantive modifications to the Purchase and Sale Agreement and Rehabilitation and Operations Agreement as necessary; and E. Authorize the Executive Director to execute all documents necessary to complete the transaction. 5.8 Explore Opportunities to Generate Revenue for the City through Placing a Measure on the November 2026 Ballot to Increase the Transient Occupancy Tax Rate. RECOMMENDATION: Provide direction to staff regarding the potential placement of a measure on the November 3, 2026 ballot to increase the Transient Occupancy Tax rate in the City. 5.9 Approval of Out-of-State Travel for Council Members to Attend the Association of California Cities - Orange County (ACC-OC) 2026 Washington, D.C. Advocacy Trip from September 14-17, 2026. RECOMMENDATION: Consider the request for members of the City Council to travel to Washington D.C. for the 2026 ACC-OC Advocacy Trip from September 14-17, 2026; and provide direction on approval. 5.10 Update on the Rose Center Venue Operator(s) Procurement Process and Timeline. RECOMMENDATION: A. Receive and file the update; and B. Provide direction to staff regarding the preferred business model, process, and timeline for the Venue Operator Request for Proposal for the Westminster Rose Theater and Banquet Facility - a Multicultural Center
