8. ADOPT URGENCY ORDINANCE NO. 2495 ESTABLISHING A TEMPORARY MORATORIUM ON SENATE BILL 79 DEVELOPMENT APPLICATIONS WITHIN THE WASHINGTON BOULEVARD TRANSIT-ORIENTED DEVELOPMENT SPECIFIC PLAN AREA PURSUANT TO GOVERNMENT CODE SECTION 65858 RECOMMENDATION: It is recommended that the City Council: 1. Find that the proposed Urgency Ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15061(b)(3) and 15308; and 2. Adopt Urgency Ordinance No. 2495 by a four-fifths vote, pursuant to Government Code Section 65858, establishing a temporary moratorium on the acceptance, processing, and approval of certain transit- oriented development applications within the Washington Boulevard Transit-Oriented Development Specific Plan Area; and 3. Take such additional and/or related action that may be desirable.
