Traffic Regulations in Various Unincorporated Communities within Central and Eastern Los Angeles County Recommendation: Adopt and/or rescind traffic regulation orders to support traffic safety, enhance traffic flow, establish an enforceable speed limit, and encourage parking turnover in the unincorporated communities of Avocado Heights, Covina, Covina (Charter Oak), East Los Angeles, Hacienda Heights, North Whittier, Valinda, and West Puente Valley. Find that adopting and/or rescinding traffic regulation orders and posting or removing the corresponding regulatory and advisory signage are exempt from the California Environmental Quality Act.
