8. RESPONSE TO 2025-2026 ORANGE COUNTY GRAND JURY REPORT, "WILDFIRES HIT HOME" On May 19, 2026, the Orange County Grand Jury publicly released its report, Wildfires Hit Home, examining how home hardening, defensible space, and other wildfire mitigation measures can improve community resilience, reduce catastrophic wildfire losses, and enhance homeowner insurance availability throughout Orange County. Pursuant to California Penal Code section 933(c), the City Council is required to respond to the applicable findings and recommendations within 90 days of the report’s release. Recommendation: It is recommended that the City Council take the following actions: 1. Approve the attached response to the 2025-2026 Orange County Grand Jury report, Wildfires Hit Home, and authorize its submission in accordance with California Penal Code section 933(c). Fiscal Impact: There is no fiscal impact associated with this item.
