(14) 24-1399 INITIAL STUDY/NEGATIVE DECLARATION, PLANNING AND LAND USE MANAGEMENT COMMITTEE REPORT and ORDINANCE FIRST CONSIDERATION relative to amending the Los Angeles Municipal Code (LAMC) to update the existing Landscape Ordinance, to establish Landscape and Site Design Standards with a corresponding Point System, and to define and streamline provisions related to Outdoor Amenity Areas. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. FIND that, pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15074(b), after consideration of the whole of the administrative record, including the Initial Study/Negative Declaration for the Landscape and Site Design Ordinance (ENV-2022-4857- ND), dated October 2024, and all comments received, there is no substantial evidence that the project will have a significant effect on the environment. 2. ADOPT the FINDINGS of the Los Angeles City Planning Commission (LACPC), as the Findings of Council. 3. PRESENT and ADOPT the accompanying ORDINANCE dated June 26, 2026, including the Landscape and Site Design Point System, amending Sections 12.03, 12.10.5, 12.11.5, 12.13, 12.21, 12.21.1, 12.22, 12.40, 12.41, 12.42, and 12.43 of Article 2, Sections 13.09 and 13.18 of Article 3; Section 62.177 of Article 2 of Chapter VI; and Section 91. 7012 of Article 1 of Chapter IX of the LAMC, to update the existing Landscape Ordinance, to establish Landscape and Site Design Standards with a corresponding Point System, and to define and streamline provisions related to Outdoor Amenity Areas. 4. Case No. CPC-2022-4856-CA Environmental No. ENV-2022-4857-ND Fiscal Impact Statement: None submitted by the City Attorney. Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report.
