(1) 25-0481 TRANSPORTATION and PUBLIC WORKS COMMITTEES’ REPORTS and ORDINANCE FIRST CONSIDERATION relative to amending the Los Angeles Administrative Code (LAAC) to assign the responsibility for maintaining City bicycle and multi-use paths to the Department of Public Works (DPW). A. TRANSPORTATION COMMITTEE REPORT Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. NOTE and FILE the City Attorney report dated April 16, 2026, attached to the Council file, relative to assigning the responsibility for maintaining City bicycle and multi-use paths. 2. PRESENT and ADOPT the accompanying ORDINANCE dated April 16, 2026, attached to the Council file, relative to amending Section 22.322 of Article 3, Chapter 13, Division 22 of the Los Angeles Administrative Code, to assign the responsibility for maintaining City bicycle and multi-use paths to the Department of Public Works. B. PUBLIC WORKS COMMITTEE REPORT Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: CONCUR with the recommendations of the Transportation Committee with the following additional recommendations: a. INSTRUCT the Bureau of Street Services (BSS) to report on the staffing, equipment, and other resources necessary to fully assume responsibility for the maintenance and cleaning of bicycle and multi-use paths citywide, including an assessment of current capacity and any additional resources needed. b. INSTRUCT the City Administrative Officer (CAO), in consultation with the BSS, to report on options to fund the staffing, equipment, and resources identified by the BSS, including available and eligible funding sources. Fiscal Impact Statement: None submitted by the City Attorney. Neither the CAO nor the Chief Legislative Analyst has completed a financial analysis of this report.
