ADOPTION OF AN ORDINANCE AMENDING TITLE 13 (PLANNING, 26-369 ZONING, AND DEVELOPMENT), OF THE COSTA MESA MUNICIPAL CODE UPDATING LAND USE CLASSIFICATIONS FOR VARIOUS NON-RESIDENTIAL USES INCLUDING BUT NOT LIMITED TO, PERSONAL SERVICES, ARTISAN STUDIO, ACTIVE ENTERTAINMENT USES, EVENT CENTERS AND ASSEMBLY USES, FITNESS USES, AND OTHER NON-RESIDENTIAL USES AND STANDARDS- ZONING CODE AMENDMENT PCTY-26-0001 RECOMMENDATION: Staff recommends the City Council adopt Ordinance No. 2026-XX, approving revisions to Title 13 of the Costa Mesa Municipal Code (Zoning Code) to update land use classifications for various non-residential uses including but not limited to, personal services, artisan studio, active entertainment uses, event centers and assembly uses, fitness uses, and other non-residential uses and standards. ADOPTION OF THE AGREEMENTS FOR SUCCESSOR MEMORANDA 26-396 OF UNDERSTANDING (MOU) BETWEEN THE CITY OF COSTA MESA (CITY) AND THE COSTA MESA POLICE ASSOCIATION (CMPA), THE COSTA MESA POLICE MANAGEMENT ASSOCIATION (CMPMA), THE COSTA MESA CITY EMPLOYEES ASSOCIATION (CMCEA) AND THE CONFIDENTIAL UNIT AND THE ADOPTION OF ACCOMPANYING SALARY RESOLUTIONS, AND CMCEA ANNUAL COMPENSATIONS UPDATES RECOMMENDATION: Staff recommends the City Council: 1.
