(12) 24-1132 PUBLIC SAFETY COMMITTEE REPORT relative to the acceptance of the California Governor's Office of Emergency Services (Cal OES) Urban Search and Rescue (US&R) Response Training and/or Mobilization Exercise (Mobex) Agreement. Recommendation for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: ADOPT the recommendations contained in the City Administrative Officer (CAO) report dated June 29, 2026; and, the recommendations contained in the Board of Fire Commissioners report dated July 7, 2026, attached to the Council file. (Budget and Finance Committee report to be submitted in Council. If public hearing is not held in Committee, an opportunity for public comment will be provided.) Fiscal Impact Statement: The CAO reports that approval of the recommendations in said CAO report will allow for the acceptance of $77,250 in US&R staff training funding through an agreement with the Cal OES. Funding from the Cal OES will be provided on a reimbursement basis with front-funding provided by the Los Angeles Fire Department (LAFD). There is no fiscal impact to the General Fund. The Board of Fire Commissioners reports that there is no impact on the General Fund in Fiscal Year 2025-26. The LAFD will cover the expenditures up to $324,450 through the LAFD General Fund No. 100/38, Account No. 006020 (Operating Supplies), Account No. 001012 (Salaries Sworn), Account No. 001098 (Variable Staffing), and Account No. 001090 (Overtime General). Cal OES will reimburse the LAFD a total up to $324,450 (100 percent). Financial Policies Statement: The CAO reports that the recommendations provided in said CAO report are in compliance with the City’s Financial Policies, in that all grant funds will be utilized to fund grant activities.
