CD 10 (Option 1) Consideration of Veto and Remand. OR (Option 2)
Consideration of the Determination and Findings of the Central Los
Angeles Area Planning Commission (CLAAPC), dated August 17,
2026; relative to a Categorical Exemption from the California
Environmental Quality Act (CEQA) pursuant to CEQA Guidelines,
Section 15301, and Class 1 (Existing Facilities), and related CEQA
Findings, and CLAAPC’s determination in denying the appeal in part,
and granting in part, filed by Nam Kim (Voice of Wilshire Koreatown),
and sustaining the Zoning Administrator’s determination dated May 11,
2026, in approving a total of three Conditional Use Permits: 1)
Approve, pursuant to Chapter 1 Section 12.24 W.1 and Chapter 1A
Section 13B.2.2. of the Los Angeles Municipal Code (LAMC), a Class
2 Conditional Use Permit to allow the sale and dispensing of a full line
of alcoholic beverages for on-site consumption in conjunction with a
proposed 7,056-square-foot banquet hall with a maximum of 176 seats
and live entertainment and dancing in the C2-1 Zone; 2) Approve,
pursuant to LAMC Chapter 1 Section 12.24 W.27 and Chapter 1A
Section 13B.2.2., a Class 2 Conditional Use Permit to allow public
dancing in conjunction with a proposed banquet hall in the C2-1 Zone;
and 3) Approve, pursuant to LAMC Chapter 1 Section 12.24 W.27 and
Chapter 1A Section 13B.2.2., a Class 2 Conditional Use Permit to
allow hours of operation from 11:00 a.m. to 11:00 p.m. Sunday to
lieu of the Commercial Corner hours of operation from 7:00 a.m. to
11:00 p.m.; for the property located at 261 South Kenmore Avenue,
within the Wilshire Community Plan Area, subject to Conditions of
Approval; and adoption of project findings. [On August 21, 2026 the
City Council adopted Motion (Hutt - Lee), pursuant to Charter
Section 245, asserting jurisdiction over the July 28, 2026 action of
the CLAAPC.]
