(43) 25-0002-S115 RULES, ELECTIONS AND INTERGOVERNMENTAL RELATIONS COMMITTEE REPORT and RESOLUTION relative to establishing the City's position on Assembly Bill (AB) 1814 (Alanis), which would improve law enforcement training surrounding the detection and enforcement of impaired driving. Recommendation for Council action, pursuant to Resolution (Lee - Rodriguez), SUBJECT TO THE CONCURRENCE OF THE MAYOR: RESOLVE to include in the City's 2025-26 State Legislative Program SUPPORT for AB 1814 (Alanis), which would require a peace officer with a rank of supervisor or below who is assigned primarily to traffic enforcement to complete a National Highway Transportation Safety Administration (NHTSA)-approved standard field sobriety testing (FST) course of a minimum of 16 hours within one year of their assignment to traffic enforcement, which would ensure officers are proficient in the areas of sobriety testing and report writing. Fiscal Impact Statement: None submitted by the Chief Legislative Analyst. The City Administrative Officer has not completed a financial analysis of this report.
