(68) 23-1032 CALIFORNIA ENVIRONMENTAL QUALITY ACT = (CEQA) ADDENDUM, COMMUNICATIONS FROM THE BUREAU OF SANITATION (BOS), CITY ATTORNEY AND ORDINANCE FIRST CONSIDERATION relative to modifying the City's exclusive waste hauling and recycling franchise system for commercial and multifamily properties (recycLA). Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. FIND, based on the independent judgment of the decision- maker, after consideration of the whole of the administrative record, including the Environmental Impact Report (EIR) for the Citywide Exclusive Solid Waste Collection and Handling system (SCH #2013021052), certified on April 8, 2014 (2013 PEIR) and Addendum No. 4 to the 2013 PEIR dated July 31, 2026; and pursuant to CEQA Guidelines, Section 15162 and 15164 and Addendum No. 4, dated July 31, 2026, that no major revisions to the 2013 PEIR are required and no subsequent EIR, or negative declaration is required for approval of the Project, as amended by Addendum 4. 2. PRESENT and ADOPT the accompanying ORDINANCE, dated July 31, 2026, amending Article 6, Chapter VI of the Los Angeles Municipal Code to modify the City's exclusive waste hauling and recycling franchise system, clarify minimum level of service requirements for non-city-serviced Commercial Establishments and Multi-family Dwellings, and establish a special fund within the Treasury of the City named the "recycLA Administration Fee Special Fund." Fiscal Impact Statement: None submitted by the BOS or City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
