(5) 12-0460-S8 EXEMPTION, PLANNING AND LAND USE MANAGEMENT (PLUM) COMMITTEE REPORT, and ORDINANCE FIRST CONSIDERATION relative to amending the Los Angeles Municipal Code (LAMC) to address technical corrections and clarifications and bring certain provisions into alignment with state regulations as a part of regular Zoning Code maintenance, known as the Processes and Procedures Maintenance Ordinance. Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. DETERMINE, based on the whole of the administrative record, that the proposed draft ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines, Section 15061(b)(3) (common sense exception) and Section 15378(b)(5) (not a project), and that there is no substantial evidence demonstrating that an exception applies pursuant to CEQA Guidelines, Section 15300.2. 2. ADOPT the FINDINGS of the Los Angeles City Planning Commission (LACPC), as the Findings of Council. 3. PRESENT and ADOPT the accompanying ORDINANCE dated August 12, 2026, amending Chapter | and Article 13 of Chapter 1A of the LAMC to address technical corrections and Clarifications and bring certain provisions into alignment with state regulations as a part of regular Zoning Code maintenance, known as the Processes and Procedures Maintenance Ordinance. Case No. CPC-2016-3182-CA-AMDT3 Environmental No. ENV-2024-2777-CE Fiscal Impact Statement: None submitted by the City Attorney. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report.
