AD HOC COMMITTEE ON UNARMED CRISIS PREVENTION,
INTERVENTION, AND COMMUNITY SERVICES REPORT relative to
the use of Opioids Settlement Trust Fund monies to support the
Unarmed Model of Crisis Response Program,
Recommendations for Council action, pursuant to Motion
(Blumenfield - Jurado), AS AMENDED:
1. DIRECT the City Administrative Officer (CAO) to utilize opioid
settlement funds to support the continued expansion of the
Unarmed Model of Crisis Response (UMCR) and CIRCLE,
including to amend the program design to enable the use of the
Opioid Settlement Trust Fund, develop opioid-related crisis
response trainings and curriculum, document specific opioid-
related incidents, and fund the deployment of specialized
mobile teams to deliver opioid remediation services, including
hiring outside consultants to assist the City.
2. DIRECT the Chief Legislative Analyst (CLA) to report back in 30
days on how other jurisdictions are utilizing opioid settlement
funds for crisis response and opioid-related deployment of
mobile teams, to assist the CAO in designing future remediation
activities.
Fiscal Impact Statement: Neither the CAO nor the CLA has completed
a financial analysis of this report.
