(65) 26-0417 PUBLIC SAFETY and BUDGET AND FINANCE COMMITTEES' REPORTS and RESOLUTION relative to the acceptance of the Board of State and Community Corrections (BSCC), Fiscal Year 2025 (FY25) Byrne State Crisis Intervention Program (SCIP) Cohort 2 Program grant award, and related matters. A. PUBLIC SAFETY COMMITTEE REPORT Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. NOTE and FILE the Mayor's Office of Public Safety report dated May 12, 2026, attached to the Council file. 2. AUTHORIZE the Mayor, or designee, to: a. Accept the Byrne SCIP Cohort 2 grant award for Fiscal Year 2025-27 in the amount of $1,000,000 from the BSCC for a performance period from August 1, 2025 to September 30, 2027 to strengthen the enforcement of domestic violence restraining orders (DVROs) and ensure firearm relinquishment compliance. b. Execute the grant agreement and submit any other necessary agreements and documents relative to the grant award, subject to the review and approval of the City Attorney as to form and legality. c. Negotiate and execute contracts with the three community-based organizations listed below to provide services in support of the DVRO Enforcement Task Force Initiative for a term within the grant performance period for a total combined amount not to exceed $435,000, subject to the review and approval of the City Attorney as to form and legality, compliance with the City's contracting requirements, and the availability of funds: i. Jenesse Center: $145,000 ii. Peace Over Violence: $145,000 iii. The People Concern: $145,000 d. Negotiate and execute a contract with University of California, Los Angeles to support data collection and evaluation of the DVRO Enforcement Task Force Initiative for a term within the grant performance period in an amount not to exceed $100,000, subject to the review and approval of the City Attorney as to form and legality, and compliance with the City's contracting requirements. 3. ADOPT the accompanying Governing Body RESOLUTION, included as Attachment C of the Mayor report, attached to the Council file, which endorses the grant agreements and agrees to comply with the program and funding requirements of the grant. 4. APPROVE the funding allocation of the Byrne SCIP Cohort 2 grant award in the total amount of $1,000,000 for the period from August 1, 2025 through September 30, 2027, as follows: i. Salaries and Benefits: $444,500 ii. Service Provider Contracts: $435,000 iii. Evaluation/Data Collection: $100,000 iv. Training and Travel: $20,500 5. REQUEST the Controller to: a. Establish a new interest-bearing fund entitled "Fiscal Year 2025 (FY25) Byrne SCIP Grant Fund" No. XXX/46, for the receipt and disbursement of Byrne SCIP Cohort 2 grant funds, to be administered by the Mayor's Office. b. Establish new appropriation accounts within the FY25 Byrne SCIP Grant Fund No. XXX/46, in the total amount of $1,000,000, as follows: i. Account No. 46C946, Grant Management and Administration; Amount: $20,500 ii. Account No. 46C304, Contractual Services; Amount: $535,000 iii. Account No. 46C965, Disability; Amount: $1,000 iv. Account No. 46C146, Mayor; Amount: $43,482 v. Account No. 46C112, City Attorney; Amount: $283,415 vi. Account No. 46C299, Related Costs; Amount: $116,603 c. Increase appropriations in the amount of $43,482 within the Mayor's Fund No. 100/46, Account No. 001020, Grant Reimbursed, for the reimbursement of grant-funded salary costs. d. Transfer up to $20,567.40 from the FY25 Byrne SCIP Grant Fund No. XXX/46, Account No. 46C299, to the Mayor's Fund No. 100/46, Revenue Source Code 5346, for the reimbursement of grant-funded fringe benefits. e. Transfer up to $96,035.60 from the FY25 Byrne SCIP Grant Fund No. XXX/46, Account No. 46C299, to the City Attorney Fund No. 100/46, Revenue Source Code 5346, for the reimbursement of grant- funded fringe benefits. 6. AUTHORIZE by resolution, subject to allocation by the Board of Civil Service Commissioners, one City Attorney Administrative Coordinator, Class Code 0567-0, through June 30, 2027 to be employed in the Office of the City Attorney to support the coordination between the City Attorney, law enforcement, and domestic violence service providers for the enforcement of DVROs. 7. AUTHORIZE the Mayor, or designee, to prepare Controller instructions and/or make technical adjustments as necessary to implement the actions approved by the Mayor and City Council, subject to the approval of the City Administrative Officer (CAO); and, REQUEST the Controller to implement the instructions. B. BUDGET AND FINANCE COMMITTEE REPORT Recommendations for Council action, SUBJECT TO THE APPROVAL OF THE MAYOR: 1. CONCUR with the Public Safety Committee's action of August 26, 2026 to approve the recommendations contained in the CAO report dated June 18, 2026, attached to the Council file. 2. NOTE and FILE the Mayor report dated March 20, 2026, attached to the Council file. Fiscal Impact Statement: The CAO reports that the proposed grant activities, including partial salary costs of three positions in the Mayor's Office, two positions in the City Attorney's Office, and American Sign Language interpreters and Communication Access Real Time services from the Department on Disability will be funded by the Fiscal Year 2025 Byrne SCIP Cohort 2 grant. There is no match requirement associated with the grant. There is no additional impact to the General Fund. Financial Policies Statement: The CAO reports' that the recommendations in the report are in compliance with the City's Financial Policies in that all grant funds will be utilized for grant- eligible activities.
